If I hold an out-of-state license, can New York suspend my driving privileges?

Yes. If you commit a violation that leads to suspension or accrue 11 points within 18 months, New York will suspend your New York driving privileges. This means even if you hold an out-of-state driver’s license, if you get caught driving in New York during that period you will be charged with driving on a suspended license (Aggravated Unlicensed Operation), a crime. In addition, if the suspension gets reported to your home state or other states that are members of the Interstate Driver’s Compact, they may suspend your driving privileges as well due to reciprocity.
